The Living Daylights - I can see how they felt they needed to ground the series a bit after the last several films, but this one is boring. Dalton is a good Bond, but it's such a pedestrian plot and film, it's unremarkable.
License to Kill - Better. The villain is lacking, but since this is about Bond getting revenge it's okay. I like Q in the field, and the flip in the story from Bond trying to figure things out to him basically knowing what he has to do but the villain being unaware, it's enjoyable. Unfortunately, the girl is pretty annoying. Overall a good entry though.
GoldenEye - Really good. Strikes the right balance of tones, and has a solid villain (a couple actually), and Brosnan is a solid Bond. He's a little too Moore for my tastes, a little too suave without being believable as a badass killer, but overall this is one of the better entries, despite some parts not aging all that well.
