I think pretty much anyone who's in Region 1 supports R1 releases when they're available. But in some cases (like, until recently, DAM, Megalon, Biollante, etc.) there wasn't a legitimate R1 release. So what were you to do if you wanted to own the film?
You could buy a bootleg (boo), or buy the legitimate R3 and R4 releases. And they are usually much better quality than bootlegs too. You had to be a little choosy with the R3's but the R4's are basically direct ports of Toho's domestic DVDs but with English subtitles. Nthe fact that their legal was the important thing. Being cheap was just a bonus.
And the only reason I'm sticking with my R4 of Megalon instead of buying this is b/c I want to hold out for the bluray. I happily replaced my DAM R4 with the Media Blasters bluray. I don't want to double dip for a DVD then a bluray shortly thereafter for the same thing. And since I've got the Madman disc, I'm willing to take the risk of not getting is DVD and then the bluray never coming out. I hope it does though.
