No, Dr. Yano does not say that, he says it's *in* the eye, not that the eye is Hedrium -- even if you look at the shot of what is supposedly under the microscope, the Hedrium (which is the white spot), only compromises a fraction of the area in the "eye of a tadpole ground fine" (AIP's dialogue). Plus, you cannot use the dubbed dialogue as grounds for points in the actual film, since one is not going by the original dialogue, which is the only dialogue.
According to the cut-away of Hedorah in Kurosaki Shuppan's "Oru Kaiju Sashin Zukan" (1971) -- a book authorized by Toho -- the area that is indicated where the Hedrium "organs" are, is not in the eyes, but in the middle of the smog monster's body (about where the intestines are in a human body). While Hedrium flows throughout the creature's body (it's the creature's lifeforce and power source), it's central location, or organs, are not located in the eyes.
Also, according to Hobby Japan's "The Pictorial Book of Godzilla 2" (1995), there is a photo of Godzilla holding the two spheres, with the caption saying that this is the main lifeforce contained in Hedorah, and then it says "Me-dewa nai" (these are not the eyes). This is on page 127, lower right corner.
Another book identifies Hedrium being created in organs akin to the human liver ("kanzou" in Japanese).
And so on...
