I'd go for GINO, specially if it is the Cartoon Gino.

Well Ebirah was working Showa Godzilla for a lil bit (or was Godzilla playing with him from the start?) and well GINO can be harmed but rockets and bullets, so why won't Ebirah's claws hurt GINO? And I'm guessing this is underwater, so that's give Ebirah an advantage.
