Apparently the tweet saying it was an upcoming film was a prank, the cross-promotional collab is real: Godzilla vs. Eva merchandise and such celebrating Anno's involvement and promoting Godzilla Resurgence.

I certainly wouldn't have a problem with something like an animated short: Eva's animation is gorgeous and cool looking, and seeing Godzilla in there would have been awesome eye-candy if anything. Now, I don't think a feature would make much sense.

Still, it seems there'll be some cool ephemera out of the deal.

According to August Ragone, its just a cross promotion since Ano was the director of Evangellion. There is no Godzilla vs Evangellion movie/anime/game etc in the works.

... and is this image based on the still only partially revealed new Godzilla design, or is it just the artist's conception of Godzilla? The face only vaguely favors the poster image.
