I'll admit that I dabble in the EU but I like to think that I've watched the films enough to separate it, although it has been some time since I have sat down and watched them.
The Empire/Republic lost their main clone source, or at least made its usage very time sensitive, after Windu decapitated Jango. So they only had so much pure genetic material to use and eventually they'd either have to use another source (a different person), clone clones which degrades the end product, or train regular people. Now this is probably just EU, but the reason Jango was chosen was because he has killed Jedi in the past and what better way to hunt down and kill all the Jedi than to have an army comprised of non-force users who have the ability to kill Jedi. So after Order 66, there's no real reason to have an army with that specific skill set.
Since the Empire is more or less all encompassing by A New Hope, one would assume that the Academy that Uncle Owen tells Luke he can go to after next harvest would be an Imperial Academy. Like most good old stereotypical movie farm boys, the best way out of the farm is the military. There's a deleted scene with Biggs that I think goes into it a bit more but I haven't seen that enough to really say and it's a deleted scene and doesn't really count for average viewing experiences.
Also cloned troopers weren't really a thing, as far as I am aware, until Attack of the Clones. So I could see where someone would think that the OT troopers would be retconed clones after the movie, but that's the one of the sticky-wicket with prequels.
