I loved G'84 and liked Biollante. I watched GvKG this morning and man, that's a bad movie. The production values and acting are both a step away from The Last Dinosaur. The filmmaker's theory seemed to be to make the monster fights look good by making everything else look awful.

I haven't seen any other Heisei films except GvMG, which wasn't bad. But most of the post-Biollante Heisei films are, in my opinion, pretty "meh."
