Wait...Dr. Oxygen CREATED the freezing weapon? I've watched Destoroyah a few times, and I've NEVER picked up on that...if it's true that Doc Ox created the freeze weapon, the movie is even worse at utilizing its plot elements than I had previously imagined.

Oh you mean the scene wherein Doc Ox is playing with his micro-oxygen and discovers it melts at some fictitious temperature and then the military decides to use their already developed freeze tech (for Godzilla fighting or nuclear plant disaster averting...whatever is convenient to the plot) on Destoroyah due to its similarities with micro-oxygen.

I wouldn't construe that as Doc Ox developing the freeze weapons.

Uh... I thought it was quite obvious that the doctor was one of the reasons the freeze weapon was created and I have only seen Destoroyah raw, never dubbed or subbed.

The real question you have to ask yourself is why would someone ever not watch these movies subtitled at least a couple of times? Regardless of if you know some Japanese or not, unless you're fluent, you're going to miss a lot. "We're here for the monsters" isn't a valid excuse as to why someone wouldn't want to better understand the narrative. There are still stories in these movies.
