Honestly, I didn't anticipate the vice president being in league with Killian until the end of the movie. In fact, I didn't realize he was Bob Norton until the credits rolled.
The movie doesn't feel like that much of a mess to me...my only real issues are the very ending, where out of nowhere, Stark has figured out how to remove the shrapnel from his heart. It's been this plot point for three movies and then without any development of the idea, boom! He's cured. And as I've mentioned earlier, I would have liked to see a little more about why the wormhole experience messed him up so bad. Though maybe they'll explore it further in Avengers 2? The post credits scene seemed to imply he hasn't completely gotten over it.
