No, she says he was exiled because the sight of Bane reminded Rhas of the hell he put his family in. Bane was a constant reminder thats why he was exiled.
When she says "his only crime was loving me" imo is referring to how he was her protector similar to a big brother. If it wasn't for the protector role, talia never escapes, rhas never finds Bane or knows of his familys fate. She never refers to him as a lover, nor does he ever refer to her that way either. His possible last words to her as she exits the pit is "Good Luck", which IMO further pushes the relationship in the "friend zone". If she would have said "Goodbye my Beloved" instead of friend my opinion would be different.
After hes exiled its also very possible Talia and Bane didn't come into cahoots until after BB. Since in TDKR hes already a well known mercenary (people try to say Bane was reduced to a henchmen when that couldn't be anything further than the truth) and Talia didn't rejoin the LOS until Rhas death.
