I always thought "Incomplete Struggle" refered to Ayana's vendetta against Gamera from 1995.
Anyway, it would deminish the film to have Ayana completely under the control of Iris because one of the film's most profound themes is that of living for negative emotions like revenge and bitterness can warp your soul and create MORE problems (In Ayana's case, her actions ultimately doom the planet.... Gamera is in such bad shape after resueing her that he can't defeat the Gyaos.... well maybe!.)
I guess their are two possibilities as to what Iris is exactly. Either he is a anti-gyaos weapon that went wrong (why not base the ulimate Gyaos weapon on the very "perfect" creatures he is too destroy, and the fact he is "set up" like Gamera suggests this.), or he was the second stage of Gyaos' creators plans (and was "set up" with the coma pendents and a human symbiosis either based on Gamera or inspiring Gamera.).
If you believe the cultist's claims at face value I suppose the latter is true. And it does make sence that the ancients so gung ho into voluntary depopulation would also want to insure a way that they themselves could survive to repopulate the earth.
