you could make a sci/fi film called Star Wars and have it be a fictionalized account of Ronald Reagan's "Star Wars" program...but you couldn't call a film Star Wars and have it be about a rebellious group of planets fighting an intergalactic empire.

And even though you could make a "Star Wars" film you're going to have the full-force of Lucasfilm's legal representation reigning fire and brimstone down on you. Whether they have a case or not, just the fact they would try to sue you is enough to scare off most would-be "Star War"-name users.
