The Heisei dorsal fins beginning with Biollante had the two secondary rows almost the same size as the center row. It was overkill.

I agree, I like the more traditional dorsals that started with KKvG. I would use the exact size & shapes but give them the "jagged" look of G2000.

Webbed fingers make sense. He is aquatic after all but it shouldn't be too physically obvious.

I prefer 4 toes myself. Just always thought it distanced him somewhat
from theropod dinosaurs. But not a biggie for me either way.
Always liked the ears even if they make no sense.

In the original, anyone could see they tried to apply the concept somewhat unsuccessfully while still maintaining some mass in that part of the leg. It was done with much better results in "Gorgo".
