For what it's worth, Pluto is very different than the original 'Greatest Robot in the World' story. Urasawa's version is more of a grim murder mystery, with a robot police inspector trying to track down a brutal unseen killer that's been picking off well-known and powerful robots one by one.
Chances are if the film goes ahead, it'll be nothing like the cg Astro Boy flick at all.

Well, in the manga as released here by Viz they never refer to the character as Astro Boy, just Atom. So, it's possible to not have the link between the two characters be manifestly obvious to the general public.
