I'm certainly not defending subpar video quality or DVD compression, but... Like it or not Mill Creek has put out Ultraman, so if you want to view it in a positive way, the fact they're so cheap makes them a lot more accessible to the general public, especially kids. I've seen a number of Target store with Ultraman vol. 1 for only $5. Imagine how many new Ultra fans could be created because of these budget releases?
With the Gamera BD, I'm hoping to be pleasantly surprised. I'm assuming these will be anamorphic widescreen, with English and Japanese audio, but lacking any extras. That's just my personal guess though.
