Its like a lamp. It lights up. They used to make toys like that way back when. Same concept. I am 99% sure that they were not licensed items. I remember a dealer where I live had at least a couple different ones years ago. Seems like they were based on this Bandai candy toy set from back in 2000.

I actually have this, snagged it a few years ago at G-Fest for almost 90% off of that item price! Never tried using it as a lamp.
