That you would think that skin color is an integral, immutable part of a character from, as you say, escapist fiction, is what I find disturbing. The only reason you give ("...never has he been black. So why now?..."), in the context of Doctor Who, is IMO nonsensical. At various points through the series, the Doctor had never been blond, had never had a Scottish accent, had never been young, had never been over 6' tall, and on and on. I simply don't understand how one could look at the 10 different portrayals of the character so far, and determine that the most important point of consistency is that they were white.
It just seems to me that the only important casting rule should be that he (or she, haha!) be a great actor. Unless you have some secret knowledge that Moffat would be casting the role thinking "Hmm, time we had a black Doctor.. which black actor should we cast in the role?", then your "PC has run amuck" argument also holds no water.
You're welcome to your opinion, of course. But, as you said, it's not the 60s. It's the 21st century, and not everyone sees the world as you seem to.
