Activision wouldn't really have any say in the matter because Goldeneye, while being a Bond franchise, doesn't have anything attached to the Bond name besides the obvious movie title.
It's not an Activision release, nor was it ever. It was a Nintendo release of a RARE-developed game. I suspect there'll be a virtual console release somewhere down the pipeline, simply because it's a Nintendo original, a Platinum Edition game, and an iconic symbol of the N64's era.....We have a better chance of getting a Perfect Dark port than Goldeneye, though...which is a shame.
As for LIVE, last I heard, they're releasing Duke in anticipation(
or to suppress) of the release of Duke Nukem Forever.....why? because it'd shut the community up for a while, and M$ gets to add another classic stable to its' FPS Arcade arsenal. They already have DOOM, Wolfenstein, and Marathon: Durandal - they just need Duke, Shadow Warrior, Quake, and Rise of the Triad to ligitimize that....
I wonder if they'd be interested in porting

Crusader: No Remorse to LIVE Arcade...
I imagine we're getting bare-bones Duke, since DOOM, Wolf, nor Marathon have any expansions or extras to their credit.(
Aside from Marathon's obvious new-age facelift)
I'd be awesome if Duke was a FULL release, with Atomic Edition, Summer Splashdown, Duke it out in DC, and Full Moon Fever expansion packs already installed, with the added bonus of the Total Meltdown levels....and of course, new Duke speak.
