EDIT: I wanna add to those old previous posts that the horse scene in FCTW is SUPPOSED to be funny... It was suggested that Eiji use real footage of a horse to put in front of Baragon but he said no, because the puppet horse was "funny."
So yes it WAS meant to look like that on purpose.
