R4s > R3s. Madman's releases are superior to the R3s in pretty much every way and are definitely the ones you should go for given the choice.
The R3s are ok if they're your only option I guess, but the Madman versions all have much better picture quality, they're all anamorphic, they have a certain amount of extra features (nothing earth-shattering but better than bare-bones) and they don't feature Engrishy subtitles like some of the R3s do. Unless you speak Japanese they're definitely the best choice for a lot of the Godzilla movies out there right now.
Also the whole PAL speedup thing is a total non-issue, so don't worry about it. My DVD collection is roughly half and half PAL/NTSC (including a lot of the Madman Godzilla DVDs) and I've never been able to tell the difference in their speeds even once (and frankly I don't believe anyone who says they can either).
Just make sure you check that your TV can handle PAL/NTSC conversion though too, otherwise even with a multi-region player you might end up watching all of your PAL imports in black and white. Most newer TVs should be able to handle it as standard, but if your TV is fairly old then you could be in for a spot of bother on that front.
And yeah like Mechascorpio said, don't worry about damaging your player or your discs by trying to play them on players that don't support whatever region the discs are from. All that happens is a little message comes up saying the disc won't play because of region restrictions. There's no damage done to either the player or the disc.
