I agree - until Star Wars ushered in an age of big budget sfx films, many low budget US or UK films used similar special effects to Toho movies of the period. You really need to compare '70s Godzilla films to other '70s epics such as the Doug McClure films (for example The Land that Time Forgot, or At the Earth's Core) and Toho's offerings compare quite favourably.
