Data, no doubt. The Terminator is 21st century technology, Data is what 23rd, 24th? And, if I remember my Star Trek correctly, he's fantastic technology for even then. Plus, the T is programmed only to kill, while Data is more creative, a renaissance robot, if you would. I give the Big T three minutes tops with Data before it's scrap and being studied by the crew of the Enterprise. Data describes the technology as "quaint."

Well, obviously a phaser is more powerful than any hand gun or machine gun that we have these days. And those laser guns the machines have in the future are pretty powerful too.

So...if it's Data with a phaser, the Terminator goes down in one shot (remember those phasers can take out a Borg in one blast before it's shields adapt to the frequency). If the Terminator has one of those nasty laser guns, things could get interesting. I'd say both would have an even chance at coming out alive.

Data is much weaker physically than the Terminator, a physical brawl is NO CONTEST. Data is remarkably fast, but can't stand up to the pounding. Hell, he was bested physically in a Next Gen episode by a blacksmith holding an iron rod.
