Honestly, I wouldn't be surprised if this tokumei character turned out to be telling the truth. Nothing he's said yet has been incredibly outlandish. The idea that the military would use a high-speeding train full of bombs to counter Godzilla is the type of high concept that would come out of KKvG or Mothra vs Godzilla, and the tadpole form is the kind of uninspiring take that is antithetical to a fanboy trying to stir up excitement with fake spoilers.

Remember, we're only two months away, and there's actually some precedence here for leaks to start happening, some guy on kaijuphile leaked the ending to Godzilla Final Wars FOUR MONTHS before the film was released, and no one (including my young self, who posted in the thread) believed him. With that said, I have no doubt that whatever else is being "leaked" at TohoKingdom is complete garbage. No dumbass over there could even read Japanese.

^I just assumed that that was all stuff actually in that early script, which was very, very different from the movie as it turned out in the details but largely the same in broad strokes.

The folks with the supposed leaks may be in a similar situation, or they may know some information and be glomming on stuff to piece it together... who knows?
