I'm middle ground on the design. For the effect Anno and Higuchi are going for, they did a really good job making Godzilla look mutated, scared and damaged. He also looks ridiculous and I would much rather prefer to have a more normal looking Godzilla. I also like that they are not trying to ground Godzilla in realism, which is the number one source of issues I have for the 2014 design mainly around his skin texture, Chinese-foot-bound-feet and giving him fish gills. They had even more ridiculous designs for a realistic Godzilla that I think Toho rejected.
I think both designs would have been vastly improved if neither Legendary or this new production hadn't gone out of their way to try to re-invent their version of Godzilla.
I dislike how bland the 2014 movie was with it's themes and messages, but I think turning everything up to 11 for a Japanese movie is not really better. I will say that I believe Higuchi and Anno are coming from a better place with their creation than Thomas Tull is. They at least are honoring the metaphor and aren't turning him into a Summer Super Hero.
