Let's not act like "Character arcs finishing too early and so the characters are forced to just WATCH the final battle" is something that's only inherent to the Heisei films.
To me, there are way more genuine character moments in Yuki and Shinoda's relationship and the way it's built as opposed to pretty much any Heisei character relationship post-GvsKG. Also, the way G2K is "showa" to me is just in how matter-of-fact it is about its kaiju. Godzilla just exists and always has, there's no harkening back to any previous film for a false nostalgia pop or forced continuity. That's a very Showa notion to me, as I really feel like the only Showa Godzilla entries that specifically reference previous films are GRA, Monster Zero, and ToMG. Everything else has that attitude of "Godzilla is a thing that exists, and here's a Godzilla story" in the Showa era and G2K has that feel to it as well.
Some lip-service to Godzilla being dangerous while he's basically the hero, a human antagonist...these are all fairly "Showa" things.
