I thoroughly enjoyed the movie. I didn't find anything notably wrong with it. Most of what it attempted worked and it was a lot of fun.
That being said, it wasn't a particularly stand-out movie. Overall, I love the MCU-- I love the fact it's a connected, 9 movie universe with generally strong entries. But few, if any, are outstanding; and nearly none stand out with a different feel or style. I applaud Captain America: The First Avenger for looking and feeling the most unique of the lot. While it's an overall inferior movie to The Winter Soldier, I loved the saturated, almost washed out look. I loved the steampunk-esque, revisionist technology. I loved how it had an Indiana Jones approach to period piece, blockbuster filmmaking. It was far from a great movie, but the time setting gave Johnston the opportunity to set the tone of his film apart from everyone elses.
Of course with The Winter Soldier taking place in the present much of that had to go. That's perfectly okay. The MCU, with films in the same continuity, tends to carry movies that look and feel like one another. It's not so much a complaint as it is an observation. Directors just don't have the greatest amount of freedom with these movies because they're so connected story-wise and visually. It's the price for creating a shared universe of many larger-than-life characters.
Despite the handicaps, I think the whole MCU is a brilliant, successful experiment. The Winter Soldier is a strong... comic "issue" in the current crop and it was a lot of fun. Still, I prefer other entries. Iron Man remains my favorite. I praise The Avengers for spinning into wild territory. And out of the phase 2 films Iron Man 3 is still my favorite. It's flaws are a little glaring, but I love how polarizing it is as a sort of anti-origin, superhero story.
I think The Winter Soldier is a bigger deal to the MCU than the superhero genre as a whole, and that's fine. It's not as demanding as Iron Man 3, nor do its rugpulls work as well as Iron Man 3. (I pretty much called every, big twist.) Mac is right. It's fluff, but it's meticulous, fun fluff. And it's enough to keep me excited for the next few entries. Looking forward to both Guardians of the Galaxy and Age of Ultron.
And as much as I love the score, I still think Iron Man 3 and Thor: Dark World have better, stronger music.
