There's not much of a precedent for a figure that shows up in an official product update for another figure. The only example I can think of is Murphy, the robot dog that was seen in an official Bandai image with SHF Deka Yellow and Pink (but only via magazine scan). Either half of Murphy came with either girl or he was to be included solely with Deka Pink, but no matter what was intended Bandai seemingly scrapped that plan between that image being sent for promotional use and the final product listings for the Deka girls.
As this is not something like a Tamashii event where potential concepts and things that will never be are shown off, I'd lean towards some kind of Bio-Goji happening. In the above example, Murphy still has a chance at release due to the remaining Dekarangers who haven't yet been released.
