This of course will always be the issue. Everyone who is a fan will have quite differing opinions on what is "best".

I quite like Ultraman Gaia 2: Gaia Again, plus the Tiga movies Final Odyssey and Gaiden are quite good.

Ultraman Moebius and the Ultra Bros was ok but found 8 Ultra Bros to be lost in retread-ville.

I like Ultraman The Next a lot, but as Ultrasanto says, it's very different from the light fantasy of most Ultra series. But it is about the most stand alone Ultra movie there is. You don't need to know anything about any concurrent series to understand what's going on or who the characters are.
