Let's give the Doctor some credit! Obviously he's always so 'behind' because he actually built a time machine which he used to travel into the future. This means the reason he doesn't know what's going on is because he's literally from the past and didn't experience the same things we did.

His 'location' field in his profile even points to this very conclusion!
