Creation of Ultra Seven

I have some questions about the Ultra Seven series.

We all know Ultra Seven is one of the best, if not the best Ultra Series.
That being said...

I know how the Ultraman series was concieved and realized.

Why did they create an all new hero in an all new universe instead
of a new Ultraman series? What things did they consider special
enough to abandon the very popular Ultraman and risk an all new
Hero?

Are there any interviews or articles about this topic?
