The character is Ryu Aihara. The actor who plays him is Masaki Nishina, who also played Officer Shoda in ULTRAMAN COSMOS VS. ULTRAMAN JUSTICE (2003).

In the first episode, the entire Crew Guys fleet is destroyed by the monster DinoZaur, while attempting to attack the monster in outer space. Ryu and his Captain, Serizawa, are the only ones who make it back to Earth, but their jet is hit by DinoZaur. Captain Serizawa ejects Ryu and then sacfirices himself by ramming the jet (in vain) into DinoZaur. Once Ultraman arrives, his first fight ends up destroying a vast amount of the district (he even dives behind a civilian building for cover). Ryu shouts something along the lines of "what kind of Ultraman are you?", and blames him for not protecting anything. He then breaks down and admits he wasn't able to protect anything either.

Ryu is constantly saying "by our hands" throughout the show, so I get the impression that he feels humans shouldn't have to keep relying on Ultramen all the time.

Captain Serizawa -- who "died" when he rammed DinoZaur -- returns as the human host to Tsurugi/Ultraman Hikari. Ryu is essentially angry at Serizawa for abandoning him. However, at the beginning, Serizawa doesn't even remember his former life. Ryu was opposed to the formation of the new Crew Guys team, and it was only after Serizawa left in episode 17 that Ryu finally acknowledged Sakomizu as "Captain" Sakomizu.

Ryu is starting to annoy me, though. He finds something new to whine about every week.
