Well, you could get "creative" and work from the skankified outfit, to a themed costume. For instance, if you were doing Kiriko from GxM, you could work with a short-skirt, low-cut number in that dark navy blue with the G-Graspers logo, etc...you see what I mean. But yeah, your best bet is probably along the lines of the Shobijin. The most obvious choice is probably Rei Kikukawa's character in GFW, but there's nothing particularly unique or "characterizing" about her outfit.

Does Katsura from Terror of MechaGodzilla count? I mean, at one point, she did have her breasts out for the whole world to see. Okay, she was on an operating table at the time, but still.

Not practical or decent for cosplay, of course, but since we were discussing "hobag" characters, I wasn't sure if Katsura technically counted.
