It's neither confirmed nor denied in the film. So I'd say it's left open for interpretation.

Zilla could have been the last of GINO's offspring seen at the end of that film.

Did I miss the mutant soldiers in G98? Did Godzilla and the Gotengo get conveniently forgotten when this "mysterious" monster appeared in New York?

EDIT: Ok, that sounded silly. What I meant was, since there was nothing said about Zilla being around before, combined with the fact that this movie is totally independent of the rest of the series, I don't see why G98 would be included.
