Yes, in a way I agree it seems kind of funny when Don Frye is talking to Ozaki and Miyuki, and he is speaking English while they are speaking Japanese, but this is not any different than what you commonly see in most of the Star Wars movies, where some alien folk is speaking alien language while someone else is speaking English (ex, Han talking to Jabba).
Ultimately, I'm sure that this was done for the international appeal to the movie, more than anything else. However, a couple scenes struck me as odd this way. From what you can hear, everyone on board the Chinese battle ship the Karyu and the French battle ship the Eclair are still speaking Japanese. Wouldn't they be speaking Chinese and French, respectively? What, there's no one in the EDF who isn't Japanese or American? And for that matter, why is it we never see any cockpit shots of the American battle ship, the Rumbling? Were they cut?
