Personally, I believe a film is only a masterpiece when it entertains - afterall, films are part of the entertainment industry. You don't go to the cinema to make yourself feel bad. Kaiju eiga offers a lot of entertainment, and it has done for 50 years, remarkably continuing to use and improve the same effects techniques ("if it ain't broke, why fix it?"). A lot of these so called "masterpieces" and mind numbing, and far from entertainment.
As for "Spacegodzilla", I think the general concensus from fans is that it's a boring and often embarassing film. For a lot of us, we're still going to like it purely on the basis that it's a Godzilla film, but I don't think you could say it's on par with all other Heisei and Millennium films. Not being present at G-Fest 2000 I wouldn't know what happened (though I'm assuming she took a lot of anti-SG brunt), but really the blame needs to be put on the "teen idol" team Toho assembled to produce the film - it had the potential to be a good film, but had way to many plot devices crammed into a one film, which were often pushed around and dropped at the wrost times: monster action, love story, the mafia stealing "Project T", the "Yuuki Special", Baby Godzilla's basic presence in the film (didn't do anything and Godzilla quickly forgot about him), humanities improved space travel - yes, the film was edited, but what was just really wouldn't have helped this film anyway. There were simply way too many plot devices mashed together.
