Godzilla 84' is not only my favorite Heisei movie but probably my favorite Godzilla movie, period. The tone, story, music, and the suit were all perfect.
A close second is also Biollante. Another great story and in my opinion the best effects in the entire series. Not to mention by far the best constructed suits for Godzilla and Biollante.

For me, it's a tough call between Godzilla Vs. Mechagodzilla II and Godzilla Vs. Destoroyah. In the end, the awesome battle scenes, the Godzilla suit, Junior duking it out with one of G's most badass villains, and G's death, Godzilla Vs. Destoroyah is it for me.
