Why Godzillasaurus had the gamera roar?

I searched and searched and didn't find much, but how did Godzillasaurus get the gamera roar in G vs KG? Right when the US troops starting unloading the big guns on him, the gamera roar came from his mouth in distress.

Two reasons:
1) Toho was lazy to make a new roar (Heck, they used King Ghidorah's new roar for both Battra and Rodan - just at different pitches and frequencies).
2) To symbolize that Gamera is just as weak as the Godzillasaurus.

The monster roars for King Ghidorah 1991, Godzillasaurus, and Battra were very poor IMO. The Godzillasaurus should have had a deep, bad-ass sounding roar.
