Biollante picture...concept?

I wound up coming across this picture:

and I'm 100% certain that is not how Biollante's mouth opened.
I found no information on the picture that helped.
Was this made for promotional purposes? A crazed fan's photoshop job?

I'm almost positive that the Biollante head was taken from this photo of a modded (?) Biollante kit shown in the Hobby Japan Winter '94 Godzilla special:

There were numerous concept designs for Biollante. Japanese Giants #8 has a section devoted to the evolution of the creature's design.

Based on the watermark, the pic GiganGoji posted definitely came from Toho Kingdom. TK does a lot of their own photoshopped composites to visualize unused stories or designs from Toho films. I always thought that was a bad idea because it can confuse people into thinking they're seeing a Toho image rather than a fan creation. Many times over the years I've seen fan post TK creations as "proof" that Toho made a different monster suit, or promotional images, or filmed some scene that didn't make the final cut of a movie.
