I always thought it was some strange, irradiated mutation. Why, if it's supposed to be dead, have it's head move? I agree that (now that you mention it) it does look more like a skeleton (sorta', kinda'...), and it would make more sense if it was. But having it's head bobbing back and forth, if it is s'posed to be dead, was an odd decision.

Those are eggs? I always thought they were mushrooms or something like that. I'd go with the turtle being dead and the wind is just moving it a little.
