I dunno if this has been answered in another forum, but everytime I watch Godzilla vs. Hedorah (watched it again today, the new Sony DVD) I always get perplexed

wondering just who those older people are up in the hill, looking down on the youngsters who are partying out on Mount Fuji. It's about 5 of them and they're just staring down at what's going on. The camera goes to them twice.
Does anyone know if there was an official word from Toho or director Banno as to who those people were or what they represented?
