No, they are right above the tanks, and the power lines are seen to the side. The wires are in squares above the tanks.

And for the second question, yes I do remember the birdcage before that, but the part in question is where it zooms in on the Godzilla puppet and breathes fire. One of the many I know, but I'm looking through it again now to be sure of what time it was on.

Edit: I found out the times. For the fence, it is at 51 minutes and 39 seconds. And a screen.

As for the tanks, it was at 52 minutes and 23 seconds.

The wires over the tanks that you speak of did actually exist over the streets of Tokyo at the time, as to what they were for, I'm not sure, streetcar cables perhaps?

Similar cables used to cross Boston (for all I know they still do - been a while since I've been home), and recently appeared in a very limited strip of Houston.
Then again, this city is pretty much one crappy special effects shot.
