Why no "International" version of Godzilla's Revenge

This is something that's perplexed me for a while. When Toho began to create there own English language dubs (Frontier enterprises) for some of there films (which I believe started with EBIRAH, HORROR OF THE DEEP), one wasn't created for GODZILLA'S REVENGE. Why was this?

Alternative English language dubs/versions exist for several films made from 1966 on, including WAR OF THE GARGANTUAS (which has never seen a release in any country, that I know of), and (I think) KING KONG ESCAPES. Also 3 of the 60's Godzilla films; EBIRAH, SON OF GODZILLA, and DESTROY ALL MONSTERS.

I know that the 70's Godzilla films all featured Hong Kong dubs (GODZILLA VS. HEDORAH is the only film to have two separate English dubs)..but why wasn't an alternate dub of REVENGE ever produced by Frontier Enterprises?
