It was a BIT of a tough choice my short list was
King Ghidorah - destroyer of worlds. If Godzilla has an arch-enemy it might just be King Ghidorah.

Kumonga - one of the only Kaiju ever to inspire actual fear and disgust in me.

Gigan - a cocky, arrogant, slice your friend's throat just to live another day kind of monster.

Mechagodzilla - relentless force hellbent on nothing but destruction.

Ultimately, I figured that: Kumonga is just sort of doing what's in his nature/instincts, Mechagodzilla was always being controlled/programmed, and Gigan would just as soon have not gotten involved and was only evil because he got called in the first place

thus, King Ghidorah - a TRULY evil monster.

I'm going to have to go with Hedorah on this one...who just edges out King Ghidorah for me. I didn't choose Gigan because at the end of the day, he's really just a big bully (and a coward at that). Both of the Mechagodzilla's (Showa and Heisei) were remote controlled to destroy Godzilla...so I feel having them as choices doesn't really work (but that's just me). Showa MG is still the meanest damn mech around, I won't argue with that.

Hedorah may have simply been an organism trying to find it's place in the world, killing people along the way weather it wanted to or not...but there was something about him that just screamed "bad" the entire time. Later in the film when he clearly kills people on purpose and starts toying and laughing at Godzilla.. the "OH GODZILLA! WHAT TERRIBLE LANGUAGE!" in him (it?) really starts to show. He WANTED to do these things, and you can tell. It's not until he's torn apart by Godzilla that he's had enough, and attempts to escape .

While not inherently evil like the "King of Terror", King Ghidorah, he still oozes (sorry) the word villain. Hedorah all the way.

There's no point in me posting Goji 84 because you said everything that I was going to. Another reason I won't pick Ghidora is that - in three out of his four Showa appearances - he was controlled by someone else.
