The pacing is wonky, and Tsukioka isn't a very engaging lead - these things keep it out of my top ten, but it's not like it's way below my top ten. I'd certainly rank it among the top 50% of the series.
A lot of that comes down to atmosphere. Although, like its pacing, the movie's atmosphere is uneven, there are moments where it feels so beautifully dark and oppressive... In some ways, Anguirus's anguished wail is the best summary of what this movie feels like to me, in the moments where it (ambiguous pronoun "it" refers to "the movie," not to "Anguirus's anguished wail") is truly at its best.
Tokyo, a smoldering memorial to the unknown, an unknown which at this very moment still prevails and could at any time lash out with its terrible destruction anywhere else in the world.
