Its not as well remembered because it was the first to follow the original, which is tough to do. Also, it fell inbetween the classic original and the big movie with King Kong which was not only a big Godzilla dream battle, but also Big G's first time in color.

It was sandwiched between two of Godzilla's biggest films ever, and in of itself, it isn't anything that special, so it kind of escapes people.

Well in the view of today's fans, its the lackluster film sandwiched between (arguably) the two biggest films in the franchise. Most fans today weren't around when the films were first released. You could skip GRA and not feel like you missed anything.

And another reason I can come up with for why it isn't as well received is that it was rushed due to the success of the original, and lacked alot of the qualities that the first film had (Honda as director, dark tone, Ifukube's music, etc/)
