If the suit had been repaired and finished in time, we perhaps would have seen more of him in the final battle with Ghidorah. I say perhaps, because there were already so many piano wires operating the tails of the monsters, as well as Ghidorah's heads and wings, that adding more monsters to the scene may have not been possible. There may have been no room for another, which is why the other monsters just hover on the periphery.
Yes, the scene with the Newcaster was shot first, so Baragon was supposed to be in that scene, but was replaced by Gorosaurus. The Baragon suit was already back in hand, and was being repaired since the two series he was in ULTRA Q and ULTRAMAN were long over. Pictures of Baragon on the set of DAM do not look worse for wear -- he does appear in a couple of quick scenes in the film. He didn't make it into his intended scenes the film, because he just wasn't ready in time. That's all.
Also, Baragon wasn't guarding the entrance to the Kilaak base in Izu -- he was spotted in Izu. Since the hot springs near where Baragon was spotted were dried out (as was Monsterland after the Kilaak attack), they send the UN Commandos to the general area to see if they can locate evidence of a base and launch a preemptive strike, but when they get too close, Godzilla appears. I really don't think that Baragon was supposed to be in this scene, because this was advertised as the "last Godzilla film," so therefore Godzilla would get the maximum screentime.

I always thought Manda was specifically made for DAM as well. Certainly the head is different: it looks nothing like the one from Atragon.

I'm here at work now so I can't post pics, but the Manda head, at least, looks competely different in Atragon than it does in DAM. To me, at least. I'll try to post comparison pics tonight.

Again, foam rubber tends to expand and contract and then hardens after time, before rotting, which effects the shape and look of the object in minor ways. As you compare photos, Jim, be sure that you are comparing the proper photos. In ATRAGON, there were three Mandas -- large prop (which was modified for ULTRA Q then DAM), the small marionette (which is also used briefly in DAM), and the hand puppet for close-ups. For DAM, they removed the large Manda's mane of hair, his horns, his whiskers, his saber fangs, and changed his eyes (they did similar to the small marionette to match).
When looking through photos, please be careful -- do not try to compare the DAM Manda with the Manda hand puppet from ATRAGON. They won't match -- in fact, the hand puppet does not match the face of the large Manda in ATRAGON, either -- they are noticeably different from one another.
