Gojira voice sample used in WWF(E) wrestling theme

Well being an avid wrestling fan (grew up watching it), something jumped out at me while watching the Japanese Gojira. It's fairly early into the movie, where the islanders see a survivor in the water. You can find it at Chapter 4 around the 8:20ish mark. The boy sees the raft and he and the old man yells, 'A Raft Is Coming!' (or E Zaa Zaa Zaa Zoooo, if you will).
Don't ask me how or why but I knew exactly why that sounded familar. It was apparently sampled and used during a wrestling entrance theme for then World Wrestling Federation, composed by their music creator Jim Johnston. Oh, if you're wondering how I know all this, it's because I collect wrestling themes, but that's another story if you want to hear it.
Anyway, the wrestling Tag Team that used this was called 'Tool Cool', and also in singles for Scotty 2 Hottie. The song came out on 'WWF: The Music Vol 5' in 2001. It's called "Turn It Up". To hear the song, click . The vocal sample occurs at the 35 second mark, and then repeats later on when the song loops.
Now, knowing all this, and hearing the sample, how the heck was WWF (now WWE) able to get permission to sample that from Toho?
