I actually wouldn't be surprised to see Hedorah in this new film. If they want to have Godzilla fight an enemy monster, they may very well go the Batman Begins Scarecrow route of having a lesser-known but clearly established villain from the franchise's history, and Hedorah fits that bill. They'd also be more likely to use a monster that they don't have to spend too much time explaining or highlighting, unlike Mothra, but they also probably wouldn't want to use a more generic monster like Kamacuras or Ebirah. Hedorah's origins/qualities as a character can be flexible without making the monster's screen presence any less unique.
If I recall correctly, when Sony licensed Godzilla in the '90s, Toho gave them permission to likewise use any other monster from a previous Godzilla movie except Mothra or King Ghidorah. If WB/LP made the same deal here and they want Godzilla battling another monster, then it would be easier for them to use a preexisting Toho monster than to make a new one. Then there's also the possibility that this movie may be an elaborate expansion on the project Banno started years ago, and didn't he specifically license Godzilla and Hedorah from Toho?
