I have no doubt that another pure Godzilla vs the military movie could work. The important thing to remember is that a successful action scene contains two elements: motion and context. The mistake that many action movie directors make is focusing on the flashiness of the motion while barely bothering to tell us why it's happening or what is at stake. They give us more, more, more, but along the way they forget WHY.

The way I see a Godzilla X Military movie working is if they use a disaster movie template. Of course, at first the emphasis will be on the military's attempts to kill Godzilla. However, once they realise that nothing they have can stop him, the emphasis shifts. Increasingly desperate attempts are made simply to slow him down long enough to evacuate the population centres in his path, or distract him from the direction people are fleeing in if he's already reached a city. Handled the right way, given the right emotional context, it could be incredibly powerful.
