Surely Toho has the budget for puppets like these!

CGI's still expensive, and building a mobile suit with lots of animatronics also costs a lot and effects the weight of it, but why not simple puppets too? I know Mothra's always been a puppet, and they even has a Heisei Goji head puppet, why haven't they been doing this for the 2K (again, minus the flying insects) movies? Man, I'd love to see a good marriage of suit, puppets and some CGI here and there. Is it really that expensive to build some simple hand puppets? I know they build a shoulder up robot for Tokyo SOS, but even those limited facial expressions are used in only one scene.
Look at those puppets, don't they just get your mind going about how they could be used in a Godzilla movie?
